A valley town that has been under water
Hazard sits on the North Fork of the Kentucky River in a narrow valley, and the July 2022 floods are the defining recent fact for plumbing here. Wells were contaminated, septic fields silted, service lines torn out and heaters and fixtures destroyed across the county. Recovery work, testing and shock-treating wells, re-establishing drainage, replacing systems, remains routine.
The two rules that come out of that are worth stating plainly. If a private well has been under water, treat it as contaminated until it has been shock-chlorinated and tested, however the water looks. If a septic field has been submerged, keep water use to a minimum until the ground drains, because a saturated field cannot accept anything.
Beyond flooding, Hazard is standard mountain work. The town is on the valley floor with property climbing the slopes either side, so elevation-driven pressure differences are normal on the same district main, and access decides the method on a good number of properties.
Being the regional medical and retail center for several counties, Hazard also carries meaningful commercial and institutional plumbing, the hospital, the community college, and the businesses along the highway.
After any flood, before you drink it
A submerged well head is a contaminated well. Shock-chlorinate and test before use. If the septic field went under, keep water use minimal until the ground drains.

Flood history
Creek bottoms and flash rises
Houses strung along creeks on the valley floor, where a summer downpour upstream arrives fast. The July 2022 floods destroyed plumbing systems across these counties.
After any flood, treat a private well as contaminated until tested and keep water use low until a submerged septic field drains.
Elevation
Pressure varies along one line
A service line climbing several hundred feet loses pressure with height, so two houses on the same district main can have very different flow.
A pressure regulator or a booster, and sometimes a longer, larger service line, is the fix, not more pipe cleaning.
Access
It decides the method
Narrow roads, weight-limited bridges, switchbacks and hollows that end in a footpath. Heavy plant reaches many properties and not all of them.
The honest answer sometimes changes on arrival. A pro says so rather than starting a job that cannot be finished with the tools on the truck.

Questions
Hazard questions
Not until it has been shock-chlorinated and tested. Flood water carries sewage, fuel and everything else off the valley floor, and a submerged well head is a contaminated well regardless of how the water looks or tastes. The county health department will advise on testing, and it is worth doing properly rather than hoping.
Keep water use to an absolute minimum until the ground drains, a saturated field physically cannot accept anything, so running the washer just backs it up into the house. Once it has drained, have the tank inspected and pumped and the field assessed; flood water carries silt that can clog a field permanently. The county health department will advise.
Usually, but it decides who comes. A jetting or excavation job needs more room than a heater swap, so if the drive is tight, the sequence may be a look first and the equipment second.
The exposed crawl space run, then the hose bib, then anything in an unheated outbuilding. Deal with those three before the first hard freeze and most of the risk goes with them.
It can, and that is why hillside leaks get traced rather than watched. Water escaping into a slope finds a path, and it will surface well below the break. Left long enough it affects the ground, not just the bill.
Because the hot side has more restriction in it: the heater, extra fittings, and often the oldest pipe in the house. If the cold is fine and the hot is poor, the fault is usually after the heater inlet rather than at the main.
Straight away for the phone part, then the travel time from wherever the nearest available plumber is. 41701 is covered around the clock, and for anything actively flooding we talk you through the shutoff before we talk about arrival times.
Yes. The number is answered at any hour, every day, including weekends and holidays. For Hazard the overnight call is usually a burst supply line, a failed water heater or waste coming back up a floor drain, and all three are worth waking someone for.
The street name, the symptom in your own words, and how long it has been going on. For Perry County it also helps to know whether the property is up a hill, on a bottom, or off a long private drive, because that decides which vehicle can get to you.
