A town that lost its plumbing
Jackson sits on the North Fork of the Kentucky River, and the July 2022 floods did not merely damage systems here, in a great many properties they destroyed them. Service lines torn out, wells contaminated, septic fields silted, water heaters and fixtures written off. Recovery work is still the substance of a lot of what gets called in.
Two things matter most in that recovery. A well that went under water is contaminated until it has been shock-chlorinated and tested, no matter how clear the water looks afterwards. And a septic field that was submerged cannot accept anything until the ground drains, so water use has to stay minimal or it backs up into the house.
Beyond that, Breathitt County is narrow-valley country: property strung along creeks on the valley floor, elevation pressure differences on the slopes above, and access that decides the method on a good share of hollow roads.
Anyone on creek-bottom ground should know where the main shutoff is before the next rise. Flash flooding here arrives faster than most people expect, because the water comes off steep ground with nowhere else to go.
After a flood, in order
Well tested before drinking. Septic field left alone until drained. Then heaters, fixtures and lines. Doing it out of order wastes money.

Flood history
Creek bottoms and flash rises
Houses strung along creeks on the valley floor, where a summer downpour upstream arrives fast. The July 2022 floods destroyed plumbing systems across these counties.
After any flood, treat a private well as contaminated until tested and keep water use low until a submerged septic field drains.
Access
It decides the method
Narrow roads, weight-limited bridges, switchbacks and hollows that end in a footpath. Heavy plant reaches many properties and not all of them.
The honest answer sometimes changes on arrival. A pro says so rather than starting a job that cannot be finished with the tools on the truck.
Elevation
Pressure varies along one line
A service line climbing several hundred feet loses pressure with height, so two houses on the same district main can have very different flow.
A pressure regulator or a booster, and sometimes a longer, larger service line, is the fix, not more pipe cleaning.

Questions
Jackson questions
Not until it has been shock-chlorinated and tested. Flood water carries sewage, fuel and everything else off the valley floor, and a submerged well head is a contaminated well regardless of how the water looks or tastes. The county health department will advise on testing, and it is worth doing properly rather than hoping.
Keep water use to an absolute minimum until the ground drains, a saturated field physically cannot accept anything, so running the washer just backs it up into the house. Once drained, have the tank inspected and pumped and the field assessed; flood water carries silt that can clog a field permanently. The county health department will advise.
We cover it. Jackson and the roads around it sit inside the same patch as Lone and Lost Creek, so somebody is usually working within reach. What changes with distance is the arrival window, not whether anyone comes.
Give us the road name and we will sort it. The coverage around Jackson runs across Breathitt County and into the neighbouring communities, so you do not need to know which postal town you are technically in before you ring.
Whether the water heater, the pump and any electrical controls sit high enough to survive the next one, and whether you can reach every shutoff without a torch and a wrench. Anything that has been under water gets inspected rather than assumed fine, and gas control valves and heater electrics get replaced, not dried out.
Pipe joints, the underside of bathroom floors, and anywhere the insulation has fallen away, because falling insulation is often a drip that has been going for months. On a creek bottom it is also worth noting how long water sits after a rise.
In Breathitt County bottomland it is one of the few upgrades that pays for itself the first time it works. It has to be fitted where it can be reached and cleaned, and it has to go in after the line itself has been proven sound.
It does. Constant humidity under a floor attacks steel fittings, hangers and any galvanized left in the system, and it hides drips by keeping everything damp. Replacing failing hangers and insulating properly is cheap work that buys years.
Tell us when you ring. Plenty of properties around Jackson are reached by a crossing or a single low road, and the plumbers who work Breathitt County know most of them. Knowing in advance means the right vehicle and the right time.
